Time for Private Capital: Key Strategic Directions for the Polish Innovation Ecosystem.

The Polish startup ecosystem has hit a ceiling in its current form, making it clear that it is time for Private Capital to drive the next wave of innovation. We are proud to announce that 24Ventures has played its part in shaping the new directions for its development! Representing our fund and the investor community, Stanisław Rogoziński took an active role in an unprecedented market study.
The official conclusions from the workshop study commissioned by the Polish Ministry of Economic Development and Technology (as part of the inno_LAB project) have just been published. This is the first comprehensive, in-depth, and reliable study in Poland based on the voices of over 200 experts—ranging from founders and supporting organizations to VC and PE investors.
The main takeaway? The existing development model, heavily reliant on a grant system and a short-term, EU-calendar-driven project mindset, has been completely exhausted. Poland’s human capital potential is massive, but to join the ranks of global leaders, we need bold legal reforms, the unlocking of substantial private capital, and the rebuilding of trust between business, science, and public administration.
Top 12 Recommendations to Unlock Private Capital and Transform the Market
Through intensive discussions—with Stanisław Rogoziński actively participating—a new architecture of change was developed, divided into core strategic pillars:
Long-term Strategy 2040 (moving away from planning dictated by EU timelines).
Appointing or designating a Systemic Risk Owner.
Tax Relief Package for Business Angels (SEIS/EIS).
Unlocking Pension Capital (PPK/OFE) for VC vehicles.
AI-driven One-Stop-Shop for entrepreneurs.
Market standards and open-source contract templates on gov.pl.
Reducing corporate and notarial formalism for companies.
GovTech, opening the B2G market, and launching PoC funds.
Unified knowledge and IP commercialization framework for universities.
Tax incentives to attract global tech talent and scale-ups.
Grant system reform focused on market-driven results.
A digital mapping and reservation system for research infrastructure.
As the 24Ventures team, we are proud to have been part of this crucial market discussion. Staszek’s participation in the study is proof that we do more than just invest—we actively shape the environment in which our portfolio companies operate. We believe that implementing these recommendations will lift bureaucratic burdens off founders’ shoulders and allow Polish innovators to scale globally, faster and more securely. We are already rolling up our sleeves—it’s time to do great things!
